This article provides insight into the effectiveness of the Language Instruction for Newcomers to Canada (LINC) program in one settlement agency in Newfoundland and Labrador. Findings highlight instructor and administrator perceptions of LINC learners as a very diverse group with myriad needs. Findings further suggest the importance of LINC instructors having autonomy in order to adapt and modify the program to meet learners’ needs at the local level.
